Dr. Mulwa Urges SHA Uptake, Dismisses Skeptics As Ruto Pledge Is Delivered In Makueni

The head of the National AIDS and STI Control Programme Dr. Andrew Mulwa has called on residents of Ukambani to ignore misinformation and register for the Social Health Authority (SHA), terming it a critical gateway to accessible healthcare.

Speaking at Unoa Comprehensive School in Wote, Makueni County, Dr. Mulwa said over one million Kenyans have already enrolled in the national health insurance scheme.

Mulwa explained that registration guarantees free access to primary healthcare services offered at Level 2 and Level 3 facilities, as well as community health services at Level 1—without the requirement for prior contributions. He clarified that contributions become necessary when seeking treatment at higher-level facilities, including Level 4, 5, and 6 hospitals.

He urged wananchi to take personal responsibility by enrolling in the scheme and supporting government-led health reforms.

“Ignore those discouraging you from registering. This program is designed to ensure every Kenyan can access essential healthcare,” he said.

Mulwa also challenged what he described as a culture of hesitation among Ukambani residents, warning that waiting for the “right time” often leads to missed opportunities.

“Leadership is about uplifting citizens, but communities must also seize available opportunities. No one knows when their moment will come,” he noted.

The NASCOP boss further used the platform to relay appreciation from Mbooni residents to President William Ruto for ongoing infrastructure development in the region. He cited the completion of key road projects, including the Kyambalasi–Utangwa, Kaumoni–Itangini, and the Wote–Kako–Ngoluni routes, saying they have significantly improved connectivity.

He appealed for additional investment to link Kalawa and Mwala, enhancing regional integration.

The event also saw Kibwezi West MP Mwengi Mutuse lead the delivery of a Sh5 million presidential pledge to the school, reaffirming the government’s commitment to education and local development.
