The Independent Electoral and Boundaries Commission (IEBC) has announced the exit of its Chief Executive Officer and Commission Secretary, Mr. Marjan Hussein Marjan, marking a significant leadership transition at the electoral body as it prepares for key reforms and the 2027 General Elections.
In a statement released on Tuesday in Nairobi, the Commission said it had mutually agreed with Mr. Marjan to terminate his services, effectively bringing his tenure at the IEBC to an end. The move also triggers the formal process of recruiting a new CEO and Commission Secretary.
The Commission noted that an interim replacement will be announced in due course to take over in an acting capacity, assuring the public that the transition will be seamless. According to IEBC, the leadership changes are designed to ensure continuity in the execution of its constitutional mandate, including the conduct of elections and the delimitation of electoral boundaries.
“As the current CEO/CS exits, we embark on critical reforms within the Secretariat,” the Commission stated, adding that the changes are aimed at strengthening institutional preparedness, enhancing internal accountability, improving results-oriented systems, and ensuring leadership continuity.
IEBC emphasized the central role of its Secretariat in electoral management and service delivery, noting that the reforms are intended to reinforce the Commission’s commitment to delivering credible, free, and fair elections in Kenya.
The Commission paid tribute to Mr. Marjan for his service, describing him as a committed public servant who provided professional leadership to the institution since his appointment in March 2022. IEBC particularly acknowledged his role in steering the Secretariat during the period when the Commission was without commissioners, up until the current Commission was fully constituted on July 11, 2025.
“We particularly thank him for steering the Commission Secretariat during the period of absence of the Commissioners,” the statement read, while wishing him well in his future endeavors.
IEBC also moved to reassure Kenyans and stakeholders that the leadership changes will not disrupt ongoing activities, including the conduct of by-elections and preparations for the 2027 General Elections. Instead, the Commission said the transition is intended to enhance efficiency, transparency, and accountability in service delivery.
The announcement comes at a critical time as IEBC positions itself to rebuild public confidence and strengthen its internal systems ahead of future electoral processes.
