Machakos County Governor Wavinya Ndeti today presided over the signing of the third cycle of Performance Management Contracts, reiterating her administration’s commitment to accountability, efficiency, and improved service delivery.
Speaking during the ceremony, Governor Wavinya emphasized that performance in public service is non-negotiable. “Failure is not an option in this administration,” she declared. “Where performance is unsatisfactory, I will not hesitate to take corrective action, including replacing non-performers.”
The Governor highlighted that performance management is an ongoing process, anchored in Article 232 of the Constitution of Kenya, which underscores values such as professionalism, transparency, accountability, and equitable service delivery.
Addressing the state of municipal operations, she noted that they have yet to regain full efficiency since their transition to county entities in 2013. Reforms are now underway to restore order, cleanliness, and effectiveness, with performance contracts for municipal managers expected to be signed by mid-January.
On waste management, Governor Wavinya announced a strategic shift to outsourcing, aimed at improving efficiency and professionalism while allowing the county to focus on its core mandates. She also issued a stern warning to individuals who litter, stating that anyone violating environmental regulations will face strict enforcement measures as the county moves to enhance cleanliness and order.
In the water sector, the Governor revealed plans to introduce smart water meters to boost accountability, efficiency, and revenue collection. She further assured that water bodies will be managed under the county water company to ensure sustainable use and reduce losses.
Governor Wavinya reiterated that under her administration, poor performance will not be tolerated. Officers who consistently fail to deliver will face decisive corrective action, including removal from office, emphasizing that performance contracting is meant to identify both excellence and non-performance.
She concluded by reminding county officials that their performance reflects directly on her administration, urging them to rise to the occasion, deliver tangible results, and leave a lasting legacy for the people of Machakos.
