Arrest Warrant Issued For Kisumu City Manager Over Forgery, KSh8.7M Fraud Claims

The Milimani Anti-Corruption Court has issued a warrant of arrest against Kisumu County City Manager, Michael Abala Wanga, after he failed to appear in court to answer to multiple charges including forgery, uttering false documents, and fraudulent acquisition of public funds.

Wanga is accused of altering the contents of a letter dated June 10, 2024, which allegedly invited him to the CLEAN Air Forum in Lagos, Nigeria, slated for July 8–12, 2024. According to the Director of Public Prosecutions (DPP), the forged letter was used to justify excess facilitation payments drawn from county funds.

The prosecution told the court that on June 19, 2024, at the Kisumu County offices, Wanga is said to have presented the altered letter as a genuine invitation purportedly issued by the University of Lagos. As a result, he allegedly received KSh283,402.50 in excess payments.

Beyond the travel-related accusations, the DPP has also leveled additional charges against the city official, including the fraudulent acquisition of public property valued at KSh8,701,091 from the Kisumu County Government.

In a separate charge, Wanga is accused of forging a Kenya Certificate of Secondary Education (KCSE) certificate reflecting a C+ mean grade, which was allegedly presented as an authentic document issued by the Kenya National Examinations Council (KNEC).

Senior Principal Magistrate Gichana issued the arrest warrant after Wanga failed to attend court proceedings. The matter is expected to be mentioned on November 25, 2025.

The prosecution is being led by Abdisalam Bore.
