Mwala MP and UDA National Organising Secretary Vincent Musyoka Musau has backed the Government’s proposed Universal Access and Funding Framework, saying it will help ensure that no qualified Kenyan student is locked out of higher education because of their family’s financial circumstances.
Musau said the proposed model would provide full financing for eligible students admitted to universities and other tertiary institutions, covering the approved cost of their education.
He said the framework would mark a significant shift from the current financing model, which combines government scholarships, Higher Education Loans Board (HELB) loans and household contributions.
Under the proposed system, Musau said, a larger share of students’ education costs would be financed through Government-backed loans, with beneficiaries expected to repay the loan component after completing their studies and securing employment.
He said repayments would be structured and capped at 25 per cent of a graduate’s earnings, arguing that the arrangement would ease the financial burden on families while allowing students to pursue higher education.
“A child’s opportunity to acquire a university education should not be determined by the wealth of their parents,” Musau said.
The MP described education as the “greatest equaliser,” saying the proposed reforms would expand access to higher education and provide young Kenyans with opportunities to build better futures.
Musau commended President William Ruto’s administration for pursuing the reforms, describing the proposed framework as an investment in young people, families and the country’s future.
He spoke at St. Mary’s Secondary School, Kithangaini, during the handover of a school bus to the institution.
He said the Government’s proposed financing model would ensure that qualified students are not forced to abandon their university education simply because their parents are unable to raise tuition fees upfront.
