William Ruto has called for stronger merit-based systems in Kenya’s public service, emphasizing fairness, transparency, and performance-driven recruitment and promotion.

Speaking at the National Productivity and Performance Conference held at the Kenya School of Government in Nairobi, the President said that embedding merit and accountability in public service would help unlock the full potential of the country’s workforce.

He noted that rewarding innovation and performance was key to improving efficiency and ensuring that public institutions deliver results that match citizens’ expectations.

Ruto stressed that no nation can rise beyond the collective skills, discipline, and diligence of its people, adding that Kenya must continue investing heavily in human capital to achieve its long-term development goals.

He further called for continuous upskilling and reskilling to keep pace with the rapidly changing global economy, citing countries such as South Korea and Singapore as examples of nations that transformed through strong investments in education and talent development.

The President also highlighted government efforts to expand specialised training in research, science, and technology, saying this approach is central to building a skilled workforce capable of driving national transformation, boosting productivity, and securing shared prosperity.
